REGULATORY PROTOCOL MEASURES FOR CONTRAST AND CONTAINMENT OF THE SPREAD OF COVID-19 IN AFFILIATED SPORTS COMPANIES AND ASSOCIATIONS
VERSION UPDATED TO 8 OCTOBER 2020CONDUCT DURING SAILING COMPETITIONS
1. Information
To ensure the maximum safety of the places used to host a sailing competition is obliged to prepare adequate and precise information on the precautions and methods for access and stay in these areas, indiscriminately applicable to all those who intend to do so.
This communication must be made through the most suitable and effective methods. Yes suggests posting the Vademecum referred to in Annex 1 at the entrance to the Club and in the places most popular.
It is mandatory to provide prior information as per Annex 2 and addressed to anyone who does access to the facility, whether the external or internal user (regatta officials, measurers, athletes, collaborators/employees). The information must contain the following information:
- The obligation not to enter the Club headquarters and in any space of the same also open and to stay/return home in the presence of fever (over 37.5 °) or other flu symptoms and to call your family doctor and authority health care (number 1500 or number 112).
- The obligation not to enter or remain inside the structure and to have to promptly declare where, even after entry, the user warns the existence of dangerous conditions (symptoms of flu, or body temperature greater than 37.5 ° or contact with people who tested positive for the virus within 14 days previous).
- The commitment to comply with all the provisions of the health authorities (in particular that concerning interpersonal distancing and sanitation standards).
2. Sports site of the competition
The competition must take place in all its phases outdoors, except as specified in the continuation, and without the presence of the public until the end of the emergency, as required by Government and/or local authority measures.
The competitions hosted at the nautical bases of the affiliated companies must allow athletes, regatta officials, measurers, technical staff involved and accredited support people the performance of sporting activities, ensuring that the distance is maintained interpersonal of at least 1 meter. Where it is not possible to ensure the spacing interpersonal, it will be mandatory to use a mask that covers the nose and mouth.
In the areas designated for carrying out the activity, the positioning of a dispenser with hydroalcoholic hand-washing gel available to participants.
2.a. Closed premises
The premises that may need the organization for logistic activities reserved for the staff technician, must be adequately ventilated, ventilated and sanitized periodically with products with technical specifications illustrated in Annex 4. 2.b. External areas

In the phases that precede or follow its conduct of the regatta ashore, the organizing committee must prepare routes to avoid gatherings in specific areas of the Club by favouring the distribution of the competitors over the whole the available area.
3. Changing rooms and toilets
A lot of attention must be paid to cleaning and sanitizing the common areas (changing rooms and toilets) which must be cleaned and sanitized in compliance with the procedures/regulations possibly issued by the Authorities. In the impossibility of being able to guarantee constant and continuous sanitation of the premises during the day, the use of the areas must be prohibited changing room with special taping that prevents its use, including furnishings.
The dressing and undressing, to proceed with the boat trip, must preferably take place in open spaces. If this operation is not possible in open spaces, if carried out in spaces indoors, it must take place ensuring a flow that allows interpersonal distancing of 1 meter, both in the entry/exit phase and in the use phase. The determination of the number of people who can use the services will have to be determined on the basis of the size of the room. The latter must be adequately ventilated or ventilated.
Bags, clothing, shoes and objects cannot be deposited in the changing rooms personal, as they would not allow correct and periodic cleaning and sanitization of the premises themselves.
All clothing must be placed inside the personal bags. They will need to be positioned inside and near the entrance the devices for dispensing detergents with function disinfectant.
On the occasion of events involving a large number of people The toilets they must be cleaned and sanitized on a scheduled basis several times a day.
4. Secretariats, Offices
For any secretarial activities in presence, which must be limited to sporadic cases and exceptional, you will have to access the premises one at a time in order to maintain the social distancing of 1 meter with the staff and wearing a mask
5. Registration
To avoid gatherings during the event, the registration phases must take place exclusively electronically through the My Federvela app or other IT platforms.
Payment must be made exclusively by bank transfer or other systems for the purpose to avoid any payment when entering the organizing club. Any other document registration that cannot be managed through the aforementioned platforms (tonnage certificate, insurance policy, crew list, registration fee payment certificate) must be sent by e-mail to the organizing club.
During the registration/accreditation phase, it will be necessary to provide a telephone contact of the participant and/or technician and/or owner, that the organizing committee and/or race committee and/or Protest Committee will use it to send communications and provide information.
Before the start of the event, competitors must MANDATORY provide self-certification as per Annex 3.
Registrations must compulsorily close 10 days before the date of conduct for national regattas and 3 days before the date of conduct for the zonal and social regattas.
The technicians, race officials and any person involved in organizing the event must deliver to the Organizing Committee the self-certification as per Annex 3.
6. Distribution of material
The distribution of any material to racers/technicians (gadgets, pocket lunches) or to the staff of assistance to the event, must take place in an open place, guaranteeing the distance interpersonal by at least one meter. Distribution personnel must be equipped with mask.
7. Communications to competitors and technicians
Communications (notice board and bulletin boards) must take place exclusively through web platforms (app. MyFedervela or other applications able to perform this function).
For communications with the race secretariat, the organizing club must put a provision a phone number and / or an e-mail address or other applications capable of allow competitors to communicate with the Organizing Committee, Race Committee and Protest Committee and send documents.
8. Briefing activities
The organizing committee should avoid briefing activities as much as possible using others forms of communication to competitors and technicians, to avoid gatherings. If the number of competitors is very limited and it is possible to maintain the distance interpersonal of at least one meter, it will be possible to carry out the briefing activities they will have to be carried out in previously equipped open spaces.
In offshore regattas, monotypes, double and multiple boats will be allowed to participate in briefing only one representative for each boat.
Only one coach meeting will be allowed in regattas for junior classes.
In briefing activities, it will be necessary to use a mask. In the places identified to host the briefing activities, devices must be set up for dispensing hydroalcoholic solutions for handwashing.
It is recommended to limit the duration of the meetings to a maximum of 30 minutes.
9. Room for the discussion of protests
For the discussion of the protests, the Organizing Committee will have to identify a suitable venue which allow for interpersonal distancing of 1 meter.
The hearing room must be adequately ventilated, ventilated and sanitized daily with products with technical specifications illustrated in Annex 4. At the entrance to the premises they must be placed the devices for the dispensing of detergents with hydroalcoholic solutions for washing the hands.
You will be able to access by making the obligatory use of a mask.
The presence of observers must be limited to hearings involving competitors minors.
Recourse to the arbitration institute is to be favoured.
10. Competitors
10.1 It will always be indicated that the athletes, inland activities, are at a distance of at least one meter between them and the sports operators. Where it is not possible to ensure the spacing interpersonal it will be necessary to use a mask.
10.2 Good hygiene practices are recalled. It is necessary:
• Wash your hands frequently, as per the attached health prescriptions (Annex 2)
• Never touch your eyes, nose and mouth with your hands;
• Sneeze and / or cough into a handkerchief avoiding hand contact with secretions respiratory; if you don't have a handkerchief available, sneeze into the inside crease of the elbow;
• Avoid leaving personal worn clothing in places shared with others, but store them in backpacks or personal bags and, once back home, wash them separately from the others clothing;
• Always drink from disposable glasses or personalized bottles;
• Immediately throw paper handkerchiefs or other materials used such as plasters into special containers, bandages etc., (well sealed).
10.3 The personal protective equipment to be used in the various occasions of interaction for the contagion containment are: - Mask to cover nose and mouth.
10.4 Competitors will be obliged to undergo the detection of the body temperature that will be carried out by the organizing committee on the occasion of the entrance to the sports site of the event.
Alternatively, the competitors will be able to independently carry out the survey and to the annotation of the body temperature using Annex 3 which will be delivered in occasion of the entrance to the sporting site of the event.
10.5 Competitors embarked on offshore or one-design boats when not racing must use masks.
11. Instructors, coaches, support staff and care staff
During the regatta, it is important to limit only to Instructors / Coaches and other technical personnel (athletic trainer or physiotherapist, etc.) participation jointly with the athletes. Remains without prejudice to the interpersonal distance of at least 1 meter that must be maintained during all the activities on the ground; where compliance with the distancing is not permitted interpersonal, you are required to use a mask. For such personnel, it will be necessary to have onboard inflatable boats or assistance boats personal protective equipment (stored in spaces dry bags or watertight bags to ensure effective use) to be used in case of impossibility to comply of interpersonal distancing.
Instructors, coaches, support staff and care staff will be required to undergo daily to the measurement of body temperature that will be carried out by the Committee organizer on the occasion of the entrance to the sporting site of the event.
Alternatively, they will be able to autonomously detect and annotate the body temperature using Annex 3 which will be delivered upon entry to the sports site of the event.

• Never touch your eyes, nose and mouth with your hands;
• Sneeze and / or cough into a handkerchief avoiding hand contact with secretions respiratory; if you don't have a handkerchief available, sneeze into the inside crease of the elbow;
• Avoid leaving personal worn clothing in places shared with others, but store them in backpacks or personal bags and, once back home, wash them separately from the other clothing;
• Always drink from disposable glasses or personalized bottles;
• Immediately throw paper handkerchiefs or other materials used such as plasters into special containers, bandages etc., (well sealed).
12. Race Officials - Measurers
12.1 Before the start of the event the Race Official - Measurer must deliver to the organizing committee self-certification as per Annex 3.
12.2 The Race Official - Measurer will be obliged to undergo the survey daily body temperature which will be carried out by the organizing committee on the occasion entrance to the sporting site of the event.
Alternatively, it will be able to independently detect and annotate the body temperature using Annex 3 which will be delivered upon entry to the sports site of the event.
12.3 Inland activities, the interpersonal distance of at least one must be respected meter between them and the sports operators. Where it is not possible to ensure the spacing interpersonal it will be necessary to use a mask.
12.4 The Race Officials - Collectors must make use of personal technical equipment.
12.5 Good hygiene practices are recalled. It is necessary:
• Wash your hands frequently, as per the attached health prescriptions (Annex 2)
• Never touch your eyes, nose and mouth with your hands;
• Sneeze and / or cough into a handkerchief avoiding hand contact with secretions respiratory; if you don't have a handkerchief available, sneeze into the inside crease of the elbow;
• Avoid leaving personal worn clothing in places shared with others, but store them in backpacks or personal bags and, once back home, wash them separately from the other clothing;
• Always drink from disposable glasses or personalized bottles;
• Immediately throw paper handkerchiefs or other materials used such as plasters into special containers, bandages etc., (well sealed).
12.6 When aboard committee boats (committee boat - finish boat) the protective mask or visor.
12.7 When onboard inflatable boats with more people, the distance must be maintained interpersonal by at least one meter and use a protective mask or visor.
13. Rankings
Classification personnel must operate in separate rooms and if in contact with Race Officials or other subjects for the compilation of the rankings must wear a mask. The race committee to use IT tools to communicate arrivals (such as sending via chat or photo of the arrival order directly from the arrivals boat).
The publication of the rankings must take place exclusively through web platforms (app. MyFedervela or other applications able to perform this function).
14. Launching / Hauling of boats
During the launching/hauling procedure of the boats, if you need the assistance of the support staff and / or the help of the race staff, the latter must make use of a nose and mouth cover device.
Any gathering during the exit and return phase of the boats must be avoided in case of use of jetty, slide or beach, guaranteeing spacing in every situation interpersonal of at least 1 meter between all those involved in the launching and hauling operations.
15. Organization boats - How to use and sanitize
All parts of the boats, particularly in contact with the personnel on board, must be cleaned daily with products with technical specifications illustrated in Annex 4.
15.a Boat committee - boat arrivals
The boat shall ensure an interpersonal distance of 1 meter between the Race Officials an edge. Where interpersonal distancing cannot be ensured it will be necessary to make use of the mask.
15.b Inflatables used by referees - measurers or the protest committee. The boats used by the Race Officials - Measurers must be of sufficient size to ensure the interpersonal distance of 1 meter between the onboard RUs. Where it is not possible to ensure the interpersonal distancing it will be necessary to use a mask.
15.c Controstarter boat and counter-finish boat
The boat must ensure an interpersonal distance of 1 meter between the crew onboard who must use a protective mask or visor.
15.d Service boats / rafts
Onboard assistance vehicles and inflatable boats during regatta assistance operations if you are committed to providing help, you will have to wear devices to cover your nose and mouth.
The number of personnel on board will be determined based on the capacity of the unit and on the possibility to implement interpersonal distancing measures of at least 1 meter.
16. Social events - Opening ceremony - Award ceremony
Any social event involving forms of gathering by omitting compliance with the interpersonal distancing of 1 meter is prohibited.
Convivial events that include table service are allowed on condition that the sessions ensure the interpersonal distance of at least 1 meter of separation between the participants.
The award ceremony must allow participants to respect the distancing interpersonal of 1 meter.
In offshore regattas, the award ceremony must provide that the podium is reserved for two components per crew.
Competitors who get on the podium must use a mask except on the occasion of photoshoots.
17. Management of symptomatic cases
The procedure in case of the sports operator or other person present at the training site should manifest symptoms compatible with Coronavirus infection during sports activities is to isolate the patient as restrictively as possible and minimize contact with presumably uninfected athletes and staff.
The symptoms to consider are:
- fever with a temperature above 37.5 °
- symptoms of a respiratory infection such as cough
It is therefore required that the person in charge of the structure used for the training session identify a place for isolation which should correspond to an area near the entrances to reduce possible contacts with the transit of personnel present in the structure.
The subject must wear a medical mask to prevent the spread of infected droplets inside the room. Also, the subject should not use common facilities, such as the toilet, changing room, etc., at the same time as other athletes or people present in the structure.
These common facilities must be cleaned and sanitized before and after use by the suspect infected.
The operating procedures to be followed are illustrated below.
• The athlete reports the presence of symptoms to their coach/manager, who takes care of them always make sure you wear PPE before assisting and provide PPE to the subject if it does not have one.
• The technician/manager leads the person to the place identified by the structure manager for temporary isolation.
• Then call the dedicated number of the Emergency Health Service to adopt the procedures indicated by the said number, and report the case to the Service of Public Hygiene of the ASL.
• The technician/manager collaborates with the health authorities to identify any contacts had by the subject who was found positive for the COVID-19 swab, that to allow the authorities to apply the necessary and appropriate measures quarantine. Subjects who had contact with the subject found positive they may be banned from continuing the training sessions.
